Da mag er tatsächlich schon ziemlich senil und fremdgesteuert gehandelt haben. Doch sein Verhalten im 1. Weltkrieg wird in diesem Zusammenhang allerdings so gut wie nie erwähnt: so hat er die deutsche Öffentlichkeit bis kurz vor Kriegsende immer wieder dahingehend belogen, dass der Endsieg unmittelbar bevorstehe. Umso größer dann die Enttäuschung und Ratslosigkeit, als im Oktober 1918 alles über Nacht verloren gegeben wurde. Anstatt sich der Verantwortung zu stellen, wurden die Kapitulationsverhandlungen den demokratischen Politikern von SPD, Zentrum und linksliberaler DVP überlassen, die dann später als die eigentlich Schuldigen an der Niederlage hingestellt werden konnten.
